Overview

The 91裸聊视频 State Education Department (91裸聊视频) Office of Teacher and Leader Development is seeking proposals for the continued implementation of the 91裸聊视频 State Teacher Certification Examinations (NYSTCE) Testing Program. Services include revision, enhancement, development, administration, and reporting of all educator certification assessments, as well as additional instruments deemed necessary by 91裸聊视频 for the certification of 91裸聊视频 State teachers, teaching assistants, school counselors, and educational leaders. Chart 1: 91裸聊视频 State Teacher Certification Examinations in Section 1.3.2 of this RFP lists NYSTCE component tests for which the contractor will be responsible for the length of the contract.

These examinations are required pursuant to Part 80 of Chapter II (), in of the Official Compilation of Codes, Rules, and Regulations of the State of 91裸聊视频 (8 NYCRR) published by the Department of State. These examinations implement the Commissioner鈥檚 regulations, which require prospective 91裸聊视频 State educators to pass designated tests as a requirement for receiving State certification pursuant to the and . 91裸聊视频 State teachers, teaching assistants, educational leaders, and pupil personnel service providers are required to hold a 91裸聊视频 State certificate in order to be employed in the State鈥檚 public schools. The certificates are issued by the and certify that an individual has met certain requirements. The NYSTCE program includes tests for teacher, teaching assistant, school counselor, and educational leadership certification, in addition to the Bilingual Education Assessments (BEA) and the Communication and Quantitative Skills Test (CQST). The NYSTCE program also provides a NYSTCE portfolio assessment (鈥淣YSTCE Flex鈥), responsive to the February 2025 adopted of the Commissioner鈥檚 regulations.

The contractor must submit a valid, complete, and comprehensive five-year work plan with a timeline that provides an in-depth description of how the assessment development, administration, and related activities required in the RFP will be conducted. The contractor must be willing and able to adjust the initial work plan to accommodate possible changes in state and Federal reporting requirements.听

Subcontracting

Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.

Terms of Contract

91裸聊视频 will award one (1) contract pursuant to this RFP. The contract resulting from this RFP will be for a term anticipated to begin September 1, 2026, and to end August 31, 2031.

Instructions for Submitting an Electronic Bid:听

  1. The technical and cost proposal documents should be submitted in Microsoft Office. PDF files that are editable and Optical Character Recognition (OCR) searchable are acceptable. Please do not submit the technical or cost proposal as a scanned PDF.听
  2. Submission documents requiring a signature must be signed using one of the methods listed below and may be submitted as a Microsoft Office, PDF, or JPG document. A scanned PDF is acceptable for these documents.
  3. The following forms of e-signatures are acceptable:
    1. handwritten signatures on faxed or scanned documents
    2. e-signatures that have been authenticated by a third-party digital software, such as DocuSign and Adobe Sign
    3. stored copies of the images of signatures that are placed on a document by copying and pasting or otherwise inserting them into the documents听
  4. Unacceptable forms of e-signatures include:
    1. a typed name, including a signature created by selecting a script or calligraphy font for the typed name of the person 鈥渟igning鈥
  5. To identify the signer and indicate that the signer understood and intended to agree to the terms of the signed document, the signer will sign beside or provide by email the following attestation: 鈥淚 agree, and it is my intent, to sign this document by <describe the signature solution used> and by electronically submitting this document to <name of recipient individual or entity>.
